UNIFIED PLANNING WORK PROGRAM (UPWP)The Unified Planning Work Program (FY 2010 and FY 2011) for the Southern New Hampshire Planning Commission area has been developed to meet the requirements of the Safe, Accountable, Flexible, Efficient Transportation Equity Act (SAFETEA-LU) and the final regulations issued by the Federal Highway Administration and Federal Transit Administration (23 CFR 450). It includes a description of all transportation and transportation-related planning activities that will be performed during the fiscal years beginning July 1, 2009 and ending June 30, 2011. Funds authorized by 23 USC 104(f), or Metropolitan Planning (PL) funds, as well as the funds authorized by FTA Section 5303, are major sources of revenue for transportation planning in the SNHPC area. The planning activities outlined in the Unified Planning Work Program have been designed to meet local needs and to be consistent with the planning requirements of Section 134 of Title 23 USC and Section 5303, Metropolitan Planning, of the Federal Transit Act. GENERAL JOHN STARK SCENIC BYWAYThe General John Stark Scenic Byway is a 34 mile circular route that connects the towns of Goffstown, Dunbarton, Weare and New Boston. It is named in honor of New Hampshire's best known Revolutionary War hero, General John Stark. There are many historical points of interest along the route that refer back to the Stark Family and the Revolutionary War era, along with periods of history. The route was officially designated as a State Scenic Byway in 2008.
