TRANSPORTATION IMPROVEMENT PROGRAM

The Transportation Improvement Program (TIP) represents a vital link between plan development and the implementation of related highway and transit projects. The federal government mandates this document in order to receive federal funds for highway and transit projects in the region. The provisions of SAFETEA-LU stipulate that TIPs will now cover a four-year period and must be updated at least once every four years. To maintain consistency with the Ten-Year Highway Plan, the SNHPC TIP will continue to be updated every two years. Additionally, New Hampshire RSA 228:99 and RSA 240 require the New Hampshire Department of Transportation to prepare a 10-year plan outlining improvements to the State’s transportation system.

The TIP development process starts with input from the local communities as it pertains to their needs and desires for a better transportation system. The projects are reviewed and ranked by the Planning Commission and a recommended list of projects is forwarded to the NHDOT. After receiving project lists from all the Regional Planning Commissions in the State, the NHDOT submits it to the Governor’s Advisory Commission on Intermodal Transportation (GACIT), which holds a series of public hearings in the State. At the conclusion of the public hearings, the Ten-Year Plan is forwarded to the legislature by the Governor. Once the legislature approves the Plan, it is forwarded to the RPCs to adopt the first 3 years of the Plan, which becomes the Four-Year TIP. This document is then forwarded to the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) for approval.
